You will be part of the Security and Car Park Operations team in the Office of Campus Infrastructure and Facilities (OCIF).  You will be an integral team member responsible for ensuring that the campus is safe for the community through formulation of policies and managing security operations and emergency situations.  You will also be responsible for the managing and maintenance of all the car parking facilities on campus.

You will report to a Manager and work together with our out-sourced service providers to ensure that the day-to-day management of security systems/ services and car parks, maintenance support services, processes and frameworks and delivery of key performance indicators (KPI) are consistently kept at a high standard to support our campus operational requirements.  You will also work together with key stakeholders in the community to drive security programmes and engagement activities in the University.

Responsibilities:

  • Support the Manager in security operations such as:
    • Supervise out-sourced security vendors;
    • Program access cards for staff, researchers, students and visitors;
    • Manage security related incidents and perform investigation when necessary;
    • Supervise security deployments for events;
    • Conduct performance review for out-sourced security vendors.
  • Support the Manager in car park operations such as:
    • Supervise out-sourced car park vendors;
    • Manage the sale and issuance of complimentary parking tickets;
    • Manage the parking reservations for VVIPs;
    • Manage and update the season parking holder list.
  • Support in the planning and updating of the Campus security and car park operation policies and SOPs
  • Liaise with Police, SCDF, LTA and any other relevant government agencies
  • Attend to feedback and complaints and liaise with internal and external stakeholders on security and car park matters.
  • Carry out procurement of goods and services based on the University’s procurement policy including preparation of requirement specifications, evaluation and drafting the recommendation report
  • Manage the contract administration process including meeting contractual obligations, specification reviews and timely verification & payment of term contract and ad hoc Invoices including verifying works done;
  • Ensure compliance of OCIF procedures and checklists;
  • Regularly check on maintenance stock inventory managed by the team and ensure timely replenishment;
  • Ensure all contractors have Permit-to-Work (PTW) before allowing works to be carried out;
  • Conduct system audit and site inspections;
  • Provide advice and support for University research or academic projects, when required;
  • Preparation of management reports and tracking of KPIs;
  • Other duties as assigned by the Manager.

Requirements:

  • A degree in any discipline with at least 3 years’ experience in a portfolio responsible for the company’s security, preferably in institutional, educational, research or large scale commercial developments;
  • Familiar with local Code of Practices, Fire Safety, security regulations and other relevant codes;
  • Conversant in Microsoft Office and computer literacy;
  • Excellent planning and organization skills;
  • Familiarity with investigative tactics including interviewing and documentation
  • Working knowledge/ certification in WSH-Bizsafe will be an added advantage.
  • Working knowledge of CCure Access Control System will be an added advantage
  • Excellent verbal and written communication skills and inter-personnel skills with the ability to communicate effectively across all levels and functions well in a team.
